Since 1990, the JCTC Carrollton Campus has served this region with quality higher educational opportunities for a growing number of students. From our first campus in a shopping center to the current leased space on Main Street in downtown Carrollton, the campus has thrived. But now the continued demand for additional offerings has exceeded the capacity of our current facility of 12,450 square feet, which enrolls more than 2,000 students a year and serves 170 adult education students.

For JCTC Carrollton Campus to offer a full range of educational offerings that meet the needs of this region in the 21st century, plans are in place to build a state-of-the-art, 50,000-square-foot dedicated college campus that will serve six Kentucky counties, Carroll, Gallatin, Henry, Oldham, Owen and Trimble, with technical/career and university transfer programs.

The campus will be built on 30-acres of land on U.S. 227, across from General Butler State Park, that was acquired in 2010, with donor support. The new campus, which will greatly expand educational opportunities for area residents and support the workforce needs of employers, will be a critical driver of economic development throughout the region.

Enrollment on the new campus is expected to grow to more than 3,000 students a year.

Equally important, the campus will become a hub of community activity and involvement.

To support the workforce education and economic development needs in the region, the new campus will include the following:

  • Addition of new programs such as Applied Process Technology, Welding, Electronics Technology and other programs needed to support area jobs in the region's industrial sector that is expected to grow as much as 12 percent in the next few years.
  • Addition of general education courses in computers, biology, chemistry, physics and more that will help local students preparing to transfer into four-year university programs
  • Addition of space for student life activities and organizations
  • Addition of space for community meetings, conferences and special events.
  • Expansion of existing programs in Engineering Technology
    Expansion of testing programs such as ACT, GED and workforce-related testing.
  • Expansion of customized training to meet the needs of area employers.
  • Expansion of dual credit and early college opportunities, giving high school and GED students throughout the six-county region an affordable head-start on college.
  • Relocation of Adult Education services back to the main campus

THE BUILDSMART CAMPAIGN FOR KENTUCKY COMPETITIVENESS

Support for the JCTC Carrollton Campus has been advocated in the Kentucky General Assembly for more than decade and has been a high priority for the college for many years. Unfortunately, no new state-funded projects have been approved for any segment of higher education since 2006. However, as a result of a historic and innovative proposal from the Kentucky Community & Technical College System to the Governor and the General Assembly in the 2014 legislative session, the Commonwealth of Kentucky is for the first time ever permitting KCTCS to issue agency bonds to construct the top capital project for each of its sixteen colleges. Known as BuildSmart, this statewide initiative requires that 25% of the total scope of the approved projects be raised by the local colleges before agency bonds are issued for the remaining 75% of the project. The total scope of the JCTC Carrollton Campus project is $16 million. This means that JCTC must raise $4 million in local support. If the local match of $4 million is raised by Jan. 1, 2016, KCTCS will be authorized to issue $12 million in agency bonds to construct the new campus. This unique and exciting opportunity will expire on June 30, 2016, if the local match funds are not raised and the building will need to be approved again in the 2016 General Assembly.

Regional Impact

Jefferson Community & Technical College Carrollton Campus is one of six campuses forming Kentucky s largest community and technical college. Strategically positioned to serve students and industry in a multi-county region, the Campus has thrived and grown in its 23-year history.

Today, students from high school to mid-career professionals from throughout the six county, Carroll, Gallatin, Henry, Oldham, Owen and Trimble, region benefit from the classes and programs offered at Carrollton.

Dual credit and early college programs offer high school and college credit and give students a head start on their higher education. Business and industry, including some of the largest employers, work with the JCTC Carrollton Campus on customized training and education programs.

The college also partners with Kentucky Adult Education and Jobs for America s Graduates to support adult learners in five counties and help them transition into college.

JCTC Carrollton Campus is an integral workforce development partner, helping to meet current and emerging educational needs. The new campus will allow for new programs, expand programs and an even greater reach, providing a strong, highly trained workforce and expanded opportunity for area residents.

REGIONAL SUPPORT IS OUR KEY TO SUCCESS

Born out of grassroots efforts of local government and business leaders, the JCTC Carrollton Campus has long enjoyed the support of the region. Significantly, in 2010, the Carroll County Fiscal Court, the Carroll County Educational Foundation and North American Stainless came together with the Kentucky Community & Technical College System to purchase land for the planned campus. In Fall 2013, JCTC invested $100,000 to develop programming and schematic design of the new campus. The work was done by EOP Architects, which pulled together community leaders and area residents into the planning effort.

As a result of these efforts and the strong regional support, JCTC Carrollton Campus will be able to break ground shortly after reaching the $4 million funding match.

OUTRIGHT GIFTS

Gifts of cash, appreciated securities (shares of stock or mutual funds), or other property. These gifts provide immediate financial assistance.

PLEDGES

A pledge is a formal Declaration of Intent to make a gift to Jefferson Community and Technical College Carrollton Campus. Donors may choose to complete their gift pledge by making payments over a three-year period of time or less.

TYPES OF GIFTS

The following types of gifts will be accepted:

CASH GIFTS

A cash gift, usually by personal or business check to Jefferson Community & Technical College or Jefferson Community & Technical College Foundation restricted to the BuildSmart initiative

APPRECIATED SECURITIES

A gift of long-term appreciated securities has two major advantages: 1) it provides the donor with an income tax deduction and 2) eliminates capital gains taxes to the extent allowed by the tax law.

CLOSELY-HELD STOCK

By contributing closely-held stock to Jefferson Community & Technical College, a donor may receive a current income tax deduction for the fair market value of the stock as well as elimination of capital gains taxes on the appreciated value.
