Residency Information

We recognize the residency process can seem overwhelming. These notes are meant to help you during the residency process. They include common misconceptions and helpful advice. This is the only process for updating your residency status at Jefferson.

Before you apply:

  • Know the tuition deadline. Filing a residency appeal does not count as payment.
  • Please allow one week between filing and the tuition deadline, if the outcome of your appeal makes a difference in your enrollment. If you apply for residency within five (5) business days of the tuition deadline, you need to be aware that your appeal may not be reviewed prior to tuition being due, and you are responsible for your full balance.
    • We do offer tuition deferments for students who would like to defer the total out of state balance while we review their documents. Please ask Records Staff about this option.
  • If you choose to stay in courses past the 100% refund deadline and your appeal is denied, this is not reason for a 100% refund from your courses.
  • Please complete all sections relating to your situation.
  • Please make sure to provide documentation for every item with an asterisk (*).
  • To be considered for a change of status in a current term, you must apply within the first 30 days of the start of the semester. Any request received after this date may be considered for future semesters/enrollment only.
  • Please provide an email address and a phone number where you can be reached or have access to voicemail.
  • Make sure your packet is notarized prior to submitting. (Many Jefferson campuses provide this as a free service; contact the Records Office to research availability.)

After you apply:

  • Pay your tuition by the tuition deadline.
  • Appeal review can take up to seven business days in peak season. Please allow ample time or make alternative payment options, such as the deferment option mentioned above.
  • If additional information is needed, the Residency Officer may contact you by phone or email. Please respond to any inquiries about your residency appeal within five (5) business days. If the Residency Officer does not hear from you this may be reason for automatic denial.
  • You will be notified of the official decision by mail.
  • Every student has the right of appeal through the Residency Appeal Committee. If your initial residency appeal is denied, we will outline this formal hearing process.

All bold items under the heading are required. The items not in bold are all strongly suggested. Please understand the items listed are the initial required documents; after a review of your packet the Residency Officer may request more information.

MILITARY Personnel, spouse or dependent*

  • Office hours at our Technical Campus are: Monday, Tuesday, Wednesday & Thursday 8:00 am – 4:00 pm.
  • *No appeal required.

UNDOCUMENTED STUDENTS/Deferred Action for Childhood Arrival (DACA)

  • Copy of your final Kentucky high school transcript
  • Student/parent/guardian/spouse lives in a bordering county to Kentucky.
  • Please speak to the Records Office to see if you qualify for alternate application for special tuition rate.

INDEPENDENT STUDENT

  • A) Student is financially independent person age 25 and over:
    • 12 month lease or proof of home ownership (options: lease/room rental, mortgage ticket/statement, deed).
    • KY driver's license or state ID.
    • KY vehicle registration, if you have a car.
    • KY voter registration, if registered
      • Voter Registration Documentation can be found at: https://vrsws.sos.ky.gov/VIC/.  Please print the confirmation of your registration and precinct location.
    • Proof of having lived in KY for the last 12 months. If one of the documents above has a date older than 1 year, that is acceptable.
    • Letter from employer including dates of employment, position, salary, and hours.
    • Proof of KY state income tax return for the preceding year OR proof of state or federal support (SNAP/SSI).
    • Proof of current pay stub as evidence of paying withholding taxes in Kentucky.
    • Proof of visa or immigration status, if applicable.
  • B) Student is a financially independent person age 24 and under:
    • 12 month lease or proof of home ownership (options: lease/room rental/mortgage ticket/statement, deed).
    • KY driver's license or state ID.
    • KY vehicle registration, if you have a car.
    • KY voter registration, if registered
      • Voter Registration Documentation can be found at: https://vrsws.sos.ky.gov/VIC/. Please print the confirmation of your registration and precinct location.
    • Proof of having lived in KY for the last 12 months. If one of the documents above has a date older than 1 year, that is acceptable.
    • Letter from employer including employment dates, position, salary, and hours
    • Proof of KY state income tax return for the preceding year and current federal tax, 1040 document OR proof of state or federal support (SNAP/SSI)
    • Proof of current pay stub as evidence of paying withholding taxes in Kentucky.
    • Notarized letter from parents regarding financial support and/or previous year’s income tax returns.
    • Proof of visa or immigration status, if applicable.

DEPENDENT STUDENT

  • A) Student is dependent on parent(s)/legal guardian who live in KY:
    • Parent(s) KY driver's license/state ID.
    • Parent(s) KY car registration, if they have a car.
    • Parent(s) KY voter registration, if registered to vote.
      • Voter Registration Documentation can be found at: https://vrsws.sos.ky.gov/VIC/. Please print the confirmation of your registration and precinct location.
    • Parent(s) 12 month lease or proof of home ownership (options: lease/room rental/mortgage ticket/statement, deed).
    • Proof of having lived in KY for the last 12 months. If one of the documents above has a date older than 1 year, that is acceptable.
    • Proof of payment of KY state income taxes or state financial support (like SNAP) where dependent listed.
    • Parent(s) letter of employment.
    • Proof of visa status from parent(s) and student, if applicable.
  • B) Student is dependent on an independent spouse OR student and spouse both contribute to household support and are both financially independent of others:
    • Student & Spouse's KY driver's license/state ID.
    • Student & Spouse's KY vehicle registration, if they have a car.
    • Student & Spouse’s KY voter registration, if registered to vote.
      • Voter Registration Documentation can be found at: https://vrsws.sos.ky.gov/VIC/. Please print the confirmation of your registration and precinct location.
    • Student & Spouse's lease or proof of home ownership (options: lease/room rental/mortgage ticket/statement, deed)
    • Marriage License
    • Proof of having lived in KY for the last 12 months. If one of the documents above has a date older than 1 year, that is acceptable.
    • Proof of payment of KY state income taxes (current pay-stub, KY tax returns with W2, etc).
    • Proof of visa status from spouse & applicant, if applicable.

EXCEPTION TO THE 12-MONTH REQUIREMENT

EMPLOYMENT TRANSFER

  • A) Student transferred to KY for employment:
    • KY driver's license/state ID.
    • KY car registration, if they have a car.
    • KY voter registration, if registered to vote.

    • Lease or proof of home ownership (options: lease/room rental/ mortgage ticket/statement, deed).
    • Letter from employer including details of transfer/start date and salary/hours and location of job.
  • B) If parent/guardian/spouse was transferred for employer:
    • KY driver's license/state ID.
    • KY car registration, if they own a car.
    • KY voter registration, if registered to vote.
      • Voter Registration Documentation can be found at: https://vrsws.sos.ky.gov/VIC/. Please print the confirmation of your registration and precinct location.
    • Lease or proof of home ownership (options: lease/room rental/mortgage ticket/statement, deed).
    • Letter from spouse’s employer including details of transfer/start date and salary/hours and location of job.
    • Marriage license, if applicable.
    • Guardianship proof, if applicable.
    • Proof of visa status, if applicable.

SAVINGS PLAN

  • Student is Beneficiary of a KY Educational Savings Plan Trust.
  • Documentation verifying enrollment in the KY Educational Savings Plan Trust.

STUDENTS WHO HAVE LIVED IN THE U.S. LESS THAN 12 MONTHS

  • A copy of the I-94 record (either the paper I-94 card or a print out of the electronic I-94 record), copy of the arrival information in your passport or Green Card.
  • A copy of your Kentucky driver’s license or Kentucky state ID
  • Lease or proof of home ownership (options: lease/room rental/mortgage ticket/statement, deed).
  • Proof of financial support.
    • Last year’s tax forms (both the 1040 and KY forms).
    • If did not file last year then employment or paycheck documents from you or your spouse; or a letter from an agency in Kentucky that gives you money for food, rent, and other expenses.
